EEC’s business focus is on Evaluation and Education. EEC provides expert evaluation and consultation services for State & Local Education Agencies, Colleges & Universities and Human Service Agencies.


EEC is a woman-owned small business located in Jericho, VT, founded in 1990 by Dr. Patricia Mueller. EEC consultants and associates have extensive experience in developing evaluation strategies and methodologies designed to provide formative and summative feedback to project managers, program personnel and other key stakeholders. EEC has demonstrated capacity to communicate evaluation outcomes about the quality, relevance, and effectiveness of social programs and services. 


Evergreen Evaluation & Consulting has representatives in:  Vermont, Massachusetts, New Jersey, Kentucky, California and Michigan.

 


EEC Approach

 

EEC uses a collaborative approach to program evaluation and conducts all activities in close coordination with the client. EEC prides itself on developing timely, flexible and culturally responsive evaluation logic models and evaluation plans that provide the foundation for successfully moving a program forward to meet its goals and objectives.


EEC’s expertise is primarily in the area of education program evaluation and professional development. EEC has conducted evaluations of State and Local Education Agency programs, national Technical Assistance and Dissemination Centers and Institute of Higher Education, including their personnel preparation programs and other grants. EEC employs two full-time evaluators and based on the scope, size and content of the project, senior program evaluators are employed to augment capacity (see Employees). EEC consultants’ skills and knowledge are matched with the needs of the project and expectations of the client. 



Evaluation Ethics


EEC work is aligned with the American Evaluation Association (AEA) “Guiding Principles for Evaluators" and the Program Evaluation Standards of Utility, Feasibility, Propriety and Accuracy.  All EEC project personnel are expected to conduct their work in accordance with these principles and standards.
